In a widespread synchronized operation on Monday, September 8, 2025, the National Investigation Agency (NIA) conducted coordinated raids at 22 locations across five states and the Union Territory of Jammu & Kashmir. The action forms part of an intensified probe into a terror conspiracy.
The operation began early in the morning and covered eight locations in Bihar, two in Uttar Pradesh, and one each in Karnataka, Maharashtra, and Tamil Nadu. In addition, nine locations were targeted in Jammu & Kashmir, specifically in Baramulla, Kulgam, Anantnag, and Pulwama districts. The NIA mobilized multiple teams operating in tandem, with strong support from state police and central forces like the CRPF to ensure seamless coordination.
The expansive crackdown aims to dismantle a network tied to terror activities. Sources indicate organizations such as Lashkar-e-Toiba, Jaish-e-Mohammed, and Hizb-ul-Mujahideen. The scope of the probe covers recruitment of youth, radicalisation, terror financing, and the formation of sleeper cells intended for carrying out violent attacks in major cities, including New Delhi.
An official mentioned, “The case is related to the planning and conspiracy to carry out violent terrorist acts in Jammu and Kashmir and other major cities, including New Delhi. It was planned by cadres of the banned terrorist organisations Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen.” Meanwhile, investigators have reportedly seized electronic gadgets, digital records, incriminating documents, and communication devices, all of which are now pending for forensic analysis.
The case, registered in early 2025 under number RC1/2025/NIA/CHE, was transferred to the NIA by the Ministry of Home Affairs, reflecting its high stakes and national importance.
The raids signal a strict stance by the central government and security agencies against emerging terror attacks. Recent months have seen a market ramp-up in efforts to counter terror financing and cellular networks aimed at destabilizing internal security.
Analysts anticipate that the seized material could shed light on cross-border links, communication chains, and finances enabling these networks. The NIA’s findings could lead to further targeted arrests and evidence-backed intelligence to pre-empt future attacks.
