Canada enacted immigration policies on 12 February, 2025, which authorized public officials to revoke all kinds of temporary resident authorization documents, such as study permits, work permits and visitor visas. Immigration, Refugees and Citizenship Canada (IRCC) declared the new border security regulation as it strengthens.

The Immigration Refugees and Citizenship Canada (IRCC) reports, ‘Canada will maintain international openness to visitors and working or studying individuals. All temporary residents who receive short-term admission as foreign nationals need to fulfil the criteria and conditions specified in the Immigration and Refugee Protection Act (IRPA). The regulatory changes target problems with undocumented living and fake documentation in order to solve these issues.’

The latest regulatory changes will create substantial modifications to study permit applications for international students seeking Canadian education. Canada is implementing stricter regulations because it wants to solve fraudulent acceptance letter cases and unauthorized residence. The Canadian government intends to issue 437,000 study permits during 2025 to maximize control over international student enrolment.

The data indicates that during 2024 approximately 50,000 international students obtained study permits yet they did not enrol in their educational institutions. Non-compliant educational participation rates are higher in Nigeria and Rwanda as well as Ghana and Iran yet India and China demonstrate the largest numbers of non-compliant students. Students lacking proper residency documentation or living illegally as undocumented immigrants will experience potential impact from new rules regarding immigration.

31 January, 2025 implemented fresh rules authorizing immigration agents to cancel eTAs as well as work permits and study permits and temporary resident visas (TRVs). Immigration agents have the authorization to rescind all mentioned documents which they identify as  fraud or detect any violation including person’s exploitation through temporary resident visas or participation in any organized smuggling rings.

India continues to supply major numbers of temporary residents who seek entry into Canada. The Canadian population included 3 million non-permanent residents consisting of work permit holders, study permit holders and asylum claim holders during 2024. The substantial number of Indians living in Canada now faces significant changes because of the newly established immigration regulations.

These measures were implemented by Immigration Minister Marc Miller, through Immigration spokesperson Renée LeBlanc Proctor because of heightened misuse patterns of temporary resident permits that global migration challenges intensified.
