To oversee the CBI investigation in the ethnic violence case in Manipur, the Supreme Court proposed appointing Dattatray Padsalgikar, the former Mumbai police commissioner, on Monday. Along with him, a three-member committee headed by Gita Mittal, a retired Chief Justice of the Jammu and Kashmir High Court, was also appointed to manage and examine the humanitarian aspects.

The other committee members are Justices Shalini Phansaklar Joshi and Asha Menon, who will manage the generous aspects of the case.

According to a bench presided over by the Chief Justice of India, D.Y. Chandrachud, Dattatray Padsalgikar will oversee the overall investigation in this ongoing case. He is a highly honored former police officer who has worked for the NIA and the Intelligence Bureau. He has served as the cadre officer for Maharashtra and has also served in Nagaland.

The court stated during the investigation that it would not supersede the CBI as they have an investigative agency overseeing the investigation. The court has at least a group of five officers holding the rank of DySP AND SP, who will also investigate the matter. They have been brought from different states to supervise the cases the CBI is investigating. They won’t interfere, as they will operate everything within the confines of the infrastructural and administrative set-up of the CBI.

Adding to this, the court also mentioned that apart from the careful examination by the officers, Padsalgikar, a former IPS officer, will be in charge of inspecting the whole investigation as he has vast experience in handling such investigative cases. Each of the 42 special investigation teams will be directing the FIRs that have not been conveyed to the CBI and will also have one officer who will be brought in on deputation from different states.
