In the Union Territory of Jammu and Kashmir, the recruitment rules will be streamlined and digitised in all government departments in the Union Territory by utilising the proficiency of an IT-based mechanism.

An official statement was released during the high-level meeting, which the Chief Secretary, Atal Dullo, chaired. Administrative secretaries of major departments attended the meeting.

The meeting emphasised the importance of addressing human resource concerns. They should be considered as important as administrative priorities. Employee morale is correlated with promotion and recruitment rules. A good framework and draft of HR policies ensures that compliance will result in good overall performance.

The Chief Secretary further added that technology plays a crucial role in governance. It increases the efficiency and accuracy of the database of government employees. The IT-based mechanism, which is to be introduced, ensures transparency, efficiency and is subject to time constraints. 

Ongoing updates have been made, and the project is undergoing constant revamps to ensure that the modalities align with the goals of the committee chaired by the Principal Secretary, PWD, with the Commission Secretary. ARI and training, and the members. 

ARI and the training department are working on organising a training program which will develop, train, and maximise the potential of officers in the ARI and training department.

“Outlining the proposed arrangements, said that the upcoming online system is anticipated to enhance transparency, improve efficiency, and provide a time-bound framework for these crucial administrative processes”, Anil Kumar Singh, PWD, Principal Secretary said.

The ideas discussed during the meeting highlight the usage of unique proposal IDs and department-specific dashboards, ensuring real-time submission and tracking. The system will be designed in a way wherein a user can upload checklists and draft documents, based on which alert notifications will be sent to those users to notify the department in case of pending actions and deadlines. The functioning of a portal requires smooth operation; to ensure this, nodal officers will be appointed. To abide by the recruitment rules, a centralised digital depository will be created. The recruitment will follow a standardised method. Preliminary review will take place within fifteen days. The next round includes examination and final recommendations.
